History:
Yuffie was born on November 20, 1991 (Final Fantasy works on a similar calendar to the real world) to Godo and Kasumi Kisaragi in the ninja town of Wutai. Not much is mentioned about Kasumi except that she died from illness when Yuffie was very young.

At that time, most of the world is dominated by an organization called ShinRa Electric Power Company. Realizing that the area around the Da Chou Mountains is perfect for a Mako reactor, ShinRa begins looking for ways to assert their control over Wutai, the last remaining area outside of their influence. However, the Wutai people hold fast to their independence. The Wutai War begins in 1992.

Some time during this war, AVALANCHE constructs a stronghold within Wutai’s pagoda. A Turk, part of ShinRa’s black ops group, encounters Yuffie while on a mission to sabotage the pagoda. After being introduced to materia (the means of casting magic within the FFVII world), she follows the Turk into the pagoda and steals the detonators for his bombs. When he attempts to get them back, Yuffie accidentally presses the detonator switch, which results in the two of them working together to escape the pagoda. After all of this, she finally realizes he’s one of ShinRa’s men and flees.

During the final battle of the Wutai War, a soldier by the name of Zack Fair is sent to invade Fort Tamblin, Wutai’s last stronghold. There, he encounters a nine-year-old Yuffie, who introduces herself as ‘Wutai’s Strongest Warrior”. He pretends to be defeated and Yuffie runs off, assured of her victory. Zack continues on and completes his mission, resulting in the fall of Fort Tamblin, ShinRa’s victory, and the end of the eight-year-long Wutai War.

After losing the war, Godo signs an edict banning the use of materia within Wutai, a condition that ShinRa enforces to ensure that Wutai never rises to challenge them again. In addition, Wutai’s economy suffers a sever decline. As a result, Godo is forced to turn the village into a tourist resort to ensure its survival. Unable to accept this change, Yuffie begins sneaking off to acquire materia herself in an attempt to restore Wutai’s power, even resorting to mugging passing travelers.

In this way, Yuffie stumbles across Cloud and his party of travelers. She fails her initial attempt to mug them, but then invites herself to follow them in their travels as she plots for a second chance. As they near Wutai, ShinRa soldiers, already on the lookout for Cloud and his friends, ambush the party. Yuffie takes this opportunity to snatch their materia and to run into the mountains. Defeating the ShinRa soldiers, the party follows after her to Wutai.

In an attempt to protect Yuffie, the Wutai villagers refuse to cooperate with the party, but this doesn’t stop them from hunting Yuffie down. Out of hiding places and cornered by the party, Yuffie leads them back to her house to give them back their materia. Or so they think.

At her house, she tricks them yet again and runs off. Straight into the clutches of a perverted brothel owner, who was hiding out from ShinRa in her town. After being rescued by the party, she agrees to give them back their materia (for real this time). She replaces the stolen goods, then invites herself to join the party once more, regardless of any hard feelings they may have for her.

Yuffie is taken from the evening after the party leaves Wutai.

Personality:
Yuffie is a strong-willed and energetic girl. She grew up during the Wutai War, hearing tales of the honor and mystique of their ninja village. After seeing her beloved hometown degraded to a tourist resort for ShinRa executives, she lost respect for her father and developed an even stronger hatred for anything associated with ShinRa. Even though she seems selfish and obsessive over materia, her passion stems from an urge to restore Wutai to its rightful glory.

In her daily life, Yuffie is spunky, brash and loud. Her way of speaking is very direct, sometimes to the point of being rude. She tends to rely on herself more than others, given how much time she spent living on her own in the wilderness, and at such a young age. However, if she finds herself outclassed, she won’t hesitate to rope some unsuspecting friend into helping her. She also puts very little stock in tradition, despite her desire for Wutai’s revival and her own place as heir to her father’s position as village leader.

Abilities & physical limitations:
Being trained in ninja arts, Yuffie has practiced with a variety of Asian (read: Wutaian) weapons, but she excels with the shuriken. It’s her weapon of choice, thus she’s frequently seen sporting a giant shuriken that she can either slash with in melee or hurl at a sizable distance.

Like all FFVII characters, she has a certain set of special moves called Limit Breaks. There are four levels of Limit Breaks, increasing in power as they increase in level. Limit Breaks are only accessible to a character after being dealt a considerable amount of damage, and only one Limit Break can be used at a time. (When used, the damage meter resets and the character has to sustain another ‘considerable amount of damage’ to have access to Limit Breaks again. Luckily this works very well into a video game setting!) Since her timeline is up to mid-game, I’ll consider her to have ‘unlocked’ half of the Limit Break levels. These include:

LEVEL 1:
Greased Lightning: Dashes at an enemy and strikes hard with her weapon, inflicting 3.125 times normal damage.
Clear Tranquil: All party members have their HP restored by half of their maximum HP.

LEVEL 2:
Landscaper: Damages all enemies with an earthquake, doing 3.0 times normal damage.
Bloodfest: Attacks ten random enemies, doing 0.625 times normal damage each time.

Yuffie also has the capability of wielding materia, the source of FFVII’s magic. Any playable character is capable of wielding any kind of materia, though the attached materia drains just a little of their energy. (Amounts to -2%HP, -1% Strength, stuff like that. Very miniscule, and it varies with each materia.) Without materia, she can’t cast magic. Likely, she’ll have standard materia attached to her shuriken upon entry, such as Fire and Cure. Maybe Gravity. (As with the above section, this section is also very flexible.)

As seen in the Advent Children movie (and even in parts of the original game), all FFVII fighters are also capable of obscene acts of defying physics. Such as leaping off buildings and walking away just fine. Or punching through walls. Or leaping up cliffs like it’s nothing. It’s never really explained in canon. I just assume it’s an aftereffect of being exposed to mako/materia/etc.

Appearance:
Yuffie is a small girl, around the height of 5’ 2”. There’s a distinct Asian look to her features which contribute to her small statue and her narrow deep brown eyes. She has short, straight black hair that hangs just below her chin and bangs that cover her forehead. Typically, she wears a very peculiar get-up: a sleeveless green turtleneck that shows her midriff, very short khaki shorts, gloves, boots, a headband, and generous amounts of fishnet and other accessories.

The resulting combination is an origami moogle made from a single scoll paper. It can unfold and refold itself into different shapes, but always reverts back to the moogle shape. (Enemies can now be paperlike, which makes them less suseptible to stab wounds and such, but more suseptible to fire.)

As the title suggests, a Scamp utilizes her powers to trick and deceive. With the aspect of Sea, Yuffie will be able to control the presence of water. She'll be able to move it and shape it to create illusions or decoys. She cannot make it harder or softer, or hotter or colder. She cannot change it to ice or steam.

Planet:
Land of Honor and Dragons (LOHAD)
LOHAD is a world covered in dense bamboo jungles and vast seas. In most places, the foilage runs right up to the edge of the water or leaves only a sliver of beach in between. In other places, the bamboo halts on the edges of cliffs, overlooking rough waters and jagged rocks below. The land's inhabitants--a population of otters who make their home among the bamboo while they hunt in the seas--have carved out just a few pathways through the greenery. These cobbled paths are adorned with stone dragons of every shape and size, and the dragons stand as guardians to protect their travels. However, a fearsome sea serpent has been plaguing the water recently. The tides have risen, turning the shores to swampy muck, and the once safe water is now ominous and threatening to the creatures that swim in it.
